This is ready for review. It adds a PR template with a checklist, and also a GitHub action that checks whether CHANGELOG.md has been updated at every PR, which can be bypassed if you add the "skip changelog" label to the PR. I would say going forward, the changelog should always be updated for any specs update, but can be bypassed for meta level changes (for example this PR only adding a GitHub action and PR template). |
