bump version number to 24E

Move NitroGrafx config to data folder

NitroGrafx supports this. This would help cleanup the SD root.

Seems the behaviour for zip differs between
Fedora (host test machine) and Ubuntu (GitHub workflow machine).
This should be the actual fix for the previous two commits.
