fix: Update README header tagline to lead with the outcome - #1126

Replace the header tagline "Dev Environments, Contained" with "Build Software You Can Trust" so it leads with the outcome rather than the mechanism. Only the strong-tag text changes; the supporting sentence, markup, and layout stay byte-identical.
