Pin Autolink packages to 3.9.0 - #5

Summary

• Pin Android Lynx library plugin, runtime SDK artifacts, services, devtool, and processor to 3.9.0.
• Pin the CocoaPods Lynx library plugin and iOS Lynx runtime pods to 3.9.0.
• Align Android and iOS native library markers with the 3.9.0 SDK and plugin scanners.
• Keep frontend Autolink tooling unchanged.

• Generated a fresh Android+iOS sample library and verified codegen plus frontend bundle build.
• Verified Android ./gradlew --refresh-dependencies :app:assembleDebug.
