TwinLifecycle: spec for active/archived/purged (SPEC §18.13)

Operator-housekeeping refinement of Constitution Article XLIX.3 (mint→bond→fork→die). Defines the active/archived/purged state model, disk layout (~/.rapp/twins/.archive/, ~/.rapp/twins/.purged/), new Twin agent verbs (archive, unarchive, purge, list_archived, list_purged) and Fleet.archive_estate fanout. Snapshot eggs gain an opt-in include_archived flag; .purged ledgers never travel. Tombstone schemas defined (rapp-twin-tombstone/1.0, rapp-twin-purged/1.0). Scanner rule: ~/.rapp/twins/ direct children starting with '.' are skipped (fixes phantom .trash entry).
