理由
著作物等の公正な利用を図るとともに著作権等の適切な保護に資するため、著作権等を侵害する自動公衆送信等による被害の拡大を防止するための措置、著作権者等から許諾を得て著作物等を利用する権利について第三者への対抗力を付与する措置等を講ずるとともに、プログラム登録がされた著作物の著作権者等が自らの保有する著作物がプログラム登録がされたものであることの証明を受けることを可能とする等の措置を講ずる必要がある。これが、この法律案を提出する理由である。
