理由
建築物等の解体等工事における石綿の排出等の抑制を図るため、解体等工事に係る事前調査の方法を定め、当該調査に関する記録の作成・保存及び結果の都道府県知事への報告並びに特定粉じん排出等作業に関する記録の作成・保存及び作業結果の発注者への報告を義務付けるとともに、一定の特定建築材料について遵守すべき作業の方法を定めること等の措置を講ずる必要がある。これが、この法律案を提出する理由である。
