理由
地方公務員の定年の基準となる国家公務員の定年が段階的に引き上げられるとともに、管理監督職勤務上限年齢による降任及び転任並びに定年前再任用短時間勤務の制度が設けられること等を踏まえ、地方公務員に係る管理監督職勤務上限年齢による降任及び転任並びに定年前再任用短時間勤務の制度を設ける等の措置を講ずる必要がある。これが、この法律案を提出する理由である。
