chore(vdev): bump version to 0.3.3 (vectordotdev#25419)

Ships the native Rust `build component-docs` generator (was a Ruby
script wrapper in 0.3.2). Required so binstalled vdev in CI runs the
correct generator after `scripts/generate-component-docs.rb` was
removed in vectordotdev#24781.
