Release JSCL 0.5.1

This release adds support for the LOOP macro and a npm package.

Bump version

Implement optional argument for FLOOR, CEILING and TRUNCATE

However, the secondary remainder return value is not implemented.

It fixes jscl-project#168.

Update version to 0.3.0

 It compiles itself and it is usable from the browser. It supports

conses, integers and strings data types, as well as variables,
functions and macros.

At this point, Ecmalisp is very simple, but it compiles itself and it

is usable from the browser.
