Prepare for 1.7.14 release

Update files for 1.7.14 RC 1

This PR includes the changes necessary to publish RC 1, which I'd like
to do in a day or two. The release notes are cut and pasted from
p-bakker's excellent wiki. Thanks!

Fix line endings in new JavaAdapterTest file. (mozilla#867)

Update release notes for 1.7.13 release

Update Gradle build so that "./gradlew publish" can work for publishing
to Maven staging repo.

Update for 1.7.12 release.
