feat(disclaimer): acknowledge the R&D notice once per version

The gate sits in front of the login page rather than in app_main: that
covers boot on both firmware and simulator with one hook, and an idle
timeout at the dialog cannot skip it, since the login page it locks back
to is behind the same gate.

chore: bump version to 0.0.15

Realign the release flash layout with the partition table move to
0x10000: sign_release.sh derives both the merge-bin call and the
generated flasher_args.json from one set of OFF_* vars, and the web
flasher's fallback layout tracks the new offset. Published bundles carry
their own flasher_args.json, so <= v0.0.14 releases keep flashing at
0x8000.
