feat: add Windows build job and bump version to 3.0.0

- Add build-windows job to CI (windows-latest, Inno Setup installers)
- Both macOS and Windows jobs run in parallel on tag push
- Bump apps/editor version from 1.99.3 to 3.0.0

ci: artifact upload continue-on-error + cleanup

Add continue-on-error to upload step to handle storage quota gracefully.
The GitHub Release on tag push is the primary distribution mechanism.
