理由
最近における森林及び林業をめぐる諸情勢の変化に鑑み、森林組合の経営基盤の強化を図るため、組合間の合併以外の多様な連携手法の導入、正組合員資格の拡大、事業の執行体制の強化等の措置を講ずる必要がある。これが、この法律案を提出する理由である。
