理由
我が国の経済社会の発展及び国民の福祉の向上を図るためには、人文科学のみに係るものを含めた科学技術の振興及びイノベーションの創出の促進が極めて重要となっている状況に鑑み、科学技術基本法の題名を科学技術・イノベーション基本法に改め、同法において人文科学のみに係る科学技術の位置付けの見直し及びイノベーションの創出に関する規定の新設等を行うとともに、科学技術・イノベーション創出の活性化に関する法律において研究開発法人への人文科学分野の研究開発等を行う独立行政法人の追加等を行う等の措置を講ずる必要がある。これが、この法律案を提出する理由である。
