理由
人事院の国会及び内閣に対する平成三十年八月十日付けの意見の申出に鑑み、国家公務員の定年を段階的に年齢六十五年に引き上げるとともに、管理監督職勤務上限年齢による降任及び転任並びに定年前再任用短時間勤務の制度を設けるほか、年齢六十年を超える職員に係る給与及び退職手当に関する特例を設ける等の措置を講ずる必要がある。これが、この法律案を提出する理由である。
