理由
新型コロナウイルス感染症及びそのまん延防止のための措置の影響に対処して金融機関等の経営基盤の充実を図るため、金融機関等の資本の増強に関する特別の措置を講じ、金融機関等の業務の健全かつ効率的な運営及び地域における経済の活性化を期する必要がある。これが、この法律案を提出する理由である。
