1. Get and install Python 2.7.6 from http://www.python.org/download/. At the end of this step, you will have Python installed in the C:\Python27 folder.

2. Download and extract this repository. Use this link to do that.

3. Run the IPIP-NEO server by clicking on the start-server.bat file. After doing so, you should see something like,

   

4. Open the IPIP-NEO test in the browser by clicking on the start-browser.bat file.
