67db287 adjusted the build to assume oneTBB by default and introduced a cmake variable to enable building against older versions. Configure the github actions to account for the older TBB that is being used.

Recent changes were made that caused the CI tests to start failing.
Update the github actions to account for the change in behavior.
Upgrade actions/checkout to v5 to eliminate deprecation warnings.
