Finis E. Cowan (1929-present) was a federal judge on the United States District Court for the Southern District of Texas.

Cowan was nominated to the Southern District of Texas by President Jimmy Carter on May 19, 1977, to a seat vacated by James Noel.; he was confirmed by the Senate on June 13, 1977, and received commission the next day. He served the Southern District of Texas until his resignation on June 30, 1979.[1] Cowan was succeeded in this position by Hugh Gibson.
