Upgrade Redis to 8-alpine; clean up requirements; add release workflow

- Redis bumped from 7-alpine to 8-alpine (Redis 7.2 EOL Feb 2026)
- Removed unused packages: aioredis, psycopg2-binary, alembic, pytest, pytest-asyncio
- Kept aiomysql for optional MySQL/MariaDB support
- Added GitHub Actions workflow to publish versioned and latest Docker Hub tags on release
