Release v1.1.0: add build toolchain, require PHP ^8.3

- Webpack + TypeScript build pipeline; js/forum.js now compiles to js/dist/.

Changed
- composer: php ^8.2 -> ^8.3 to match flarum/core.
- Removed the dead `module.exports = {}` left over from the old hand-bundled
  setup.
