docs: 更新 README 并添加 Apache 2.0 许可证

- 重写中文 README，新增英文版 README.en.md
- 添加 Apache License 2.0
- 更新 .gitignore 排除构建产物和 IDE 配置
- 移除误跟踪的构建产物和 AI 配置文件
