Summary of changes

Changes introduced in this pull request:

Introduces a new V2 api StateRewardDistribution
Updates the message context for execution to read the state after the message execution
Update the reward calculation while generating the execution trace if called from StateRewardDistribution.
Added some unit tests
Updated the fil-actor-state to latest version since it needs some correctly exported struct and methods.

Few things to lookout for:

Lotus flushes before and after each award filcns/filecoin.go:81-116, our design avoids flushing the state altogether.
Not using the rstest for all the test are about calculation and it needs lot of explaination so leaving as individual tests.
Heads up: Forest code is not direct translation of lotus so it might be little difficult to review, but it is simpler.

@LesnyRumcajs I have refactored some more and moved all the award related calculation to the shim since it doesn't really belong to the state_manager everything else is as per comments.
