Add portable hardware evidence records - #82

Summary

• add a strict, torch-free hardware-record v1 schema and atomic record/validate CLI
• bind profile, run, hardware, model, batching, timing, resume, and artifact evidence with explicit measured/estimated/unknown states
• keep community submissions unreviewed until maintainer validation and publication consent
• update the issue template, English/Chinese docs, generated schema gate, and project handoff

Validation

• 2300 passed, 7 skipped, 22 deselected; 83.70% coverage
• GPU: 8 passed
• network: 16 passed
• ruff, format, mypy, actionlint
• text integrity, Markdown links, MkDocs strict, Playwright (44 SVG instances across 4 viewports)
• package build and twine check
