Change license to GPL3. Increase version 0.5.0-dev
Adds a plugin that lets users force specific mods for TMNF environments. Also includes a flag `FORCEMODS_OVERRIDE_TRACKMOD` to force overriding existing mods on tracks. The plugin by default falls back on the mod defined in the now obsolete `tmnf/ui` plugin that just hides the default UI backgrounds of TMNF's chat.
This plugin is superseded by `tmnf/forcemods` that was added in the previous commit.
