- add a thread-safe Surefire 3.5.6 reporter with suite totals
- add tests, usage documentation, CI, and Central publishing workflows

Rationale:
- expose run-wide test-suite progress in CI without a Maven wrapper
- automate signed, reproducible releases through the Central Portal
