Bump version
This is the first version of Eff that has a syntax resembling Multicore OCaml.
This is the last version of Eff that took away instances and had a syntax somewhere between old Eff and Multicore OCaml Eff.
This is the last version of Eff that resembles the one described in the paper: Programming with Algebraic Effects and Handlers
