Bump version to v0.9.6, fix some issue for mono:

- mono: Fix the issue where text in the `SaveOptions` dialog is not fully displayed
- mono: Fix `DragDrop` and `OpenFiles` not working correctly in Mono bundle
- mono: Fix incorrect `gameTitle` length in rom header after editing ROM info, caused by incorrect `ToCharArray` behavior on Mono environment (close #18)
