ci: remove redundant Next.js build from GitHub Actions

- Vercel automatically builds all PRs and pushes. Building Next.js inside GitHub Actions is extremely slow, redundant, and wastes CI minutes.
- We now only run the Jest/Vitest test suites in GitHub Actions, which takes seconds instead of minutes.
