Kol4 is an evolution of the original kol.pas by Vladimir Kladov for Delphi and FreePascal. It is compatible with the FreePascal and Delphi compilers for Windows 32 and 64 bit Intel/AMD. Kol is a framework for Object Pascal. It replaces the VCL or LCL: do not mix.
Why? Because it makes your executables for Windows much smaller, while still programming in OOP style manner and without bare Windows API. Is this still relevant? Yes it is, certainly for smaller programs or utilities, you don't want to take them up much space, even if storage is cheap.
This is a fork and not a fork: I have contributed to Kol for many years, having all insights in Vladimir's mind while he was developing and putting in a lot of code too. Kol was in danger of disappearing from sight and that would be ashame because it is still a welcome asset to the Object Pascal community.
