docs(runtime-tags): call a resume payload's scope batch a scope flush - #4450

"Fill" named both a resume payload's batch of scope ids and partial properties and, in persisted pages, a value a patch writes into a hole. The batch takes the name the serializer already gives it (`ScopeFlush`, `flushScopes`), its array is the scopes array the client applies, and `fillIndex` is `scopesIndex`.
