Everything looking good. Can you also bump minicli/minicli on composer.json to ^4.1.0 while you're at it? thanks!

This is a follow-up on minicli/minicli#99
This is adding the config/services.php file so developers can register their services using this config file and also removing the composer.lock so developers can always get the most recent version of the dependencies.
