On Windows, ensure you have fnm installed (as per https://nodejs.org/en/download/package-manager). You can setup your Node environment via fnm use .nvmrc.
On Windows, ensure you have pnpm installed (as per https://pnpm.io/installation#using-choco).
Install dependencies via pnpm install.
(Optionally), ensure you have act installed (as per https://nektosact.com/installation/chocolatey.html).
Run github actions locally via act pull_request.
