ernte: complete handover 107 archive move (delete source path)

ci: build the PATH tools in CI, refresh the wrappers from tools-latest

tools-build.yml builds the ten PATH binaries on a push touching
tools/, src/, bin/ or Cargo.* and publishes the rolling release
tools-latest with a sha256 manifest. bin/.tools_ensure refreshes one
tool content-addressed from that manifest (2^6-min TTL, curl then gh,
pending/riss/installed-sha named, never a silent zero); the nine
bin/ wrappers become exec-only, dropping the last local cargo build
blocks. AGENTS.md and tools-map.md carry the new rule.
