This commit can successfully run sst reservoirs w/in FV3

It includes the old large amalgamation of training commits
instead of the clean PR'd version on master, so that would
have to be resolved if we ever wanted to return to this.

Also, is a slight adjustment to the output dimension fixing
it to ['y', 'x', 'z'] to conform with fv3 data ordering at
runtime w/ a pure reservoir where the information is not available
from any inputs
