chore: bump version to 16.1.0

chore: bump version to 15.3.0

fix: read pyproject.toml with the standard library

tomli was a transitive dependency of frappe 15. Version 16 runs on Python
3.14, where tomllib is in the standard library, so tomli is no longer
installed and every documentation page raised ModuleNotFoundError.

A bench that still carries tomli from an earlier install does not show
this, which is why it only appeared in CI.
