Shows the attachments on `issue view` and adds subcommands for downloading and listing attachments on an issue. See ankitpokhrel#334

I should add our team has been using this tool with great affect as a utility for our AI Agents to consume Jira content, overall amazing tool 馃枻 |

Please merge this. The agentic workflows need the attachments support badly. Not having them supported out of the box was quite a surprise. |
