error: Failed to fetch: `https://pypi.org/simple/pylint/`
  Caused by: invalid peer certificate: UnknownIssuer

This is one repeated matrix failure, not two independent failures. Linux and macOS Conda jobs passed. The workflow uses setup-miniconda with miniconda-version: "latest"; this run installed Miniconda py314_26.5.3-1, after which the activated Windows environments exported a certificate path that did not exist.

uv intentionally fails closed for an explicitly configured but missing certificate source, as documented by astral-sh#20767 and the SSL certificate handling introduced by astral-sh#20418. The workflow should pin or configure Miniconda so that SSL_CERT_FILE resolves to an existing bundle, or remove the invalid override before invoking uv. The cancelled Rocky Linux job supplied no separate failure.
