Is this worth a note about why we only do PGO for arm64 linux and not the rest of the matrix?
Should we just put matrix.platform.pgo in the matrix?

Summary
This PR enables PGO for uv's Linux ARM64 releases, following the approach outlined in #21001. (To enable PGO, we also move to a native ARM64 runner.)
