Just a comment on the first half (or so) of the maintenance section, I think listing the config values is useful but maybe should be part of the index.md instead and we just remove the maintenance doc? WDYT?

I am not sure if the first half of this guide is actually useful, aren't they just straightforward postgres commands? 🤔

This PR adds a database guide and updates the related documentation links/pages. Fixes #21922 . I have kept
mysql2as untested since i could find it in the codebase but untested as far i understood the codebase and tests. (I might be wrong and need reviewer's feedback on this whether to include/remove for now.)✔️ Checklist
