feat(explorations): pin auditor run 3 for beep-ci-ops

Relocate the run-2 seat trees and ratifications to the v14 sibling shelter,
add adapter-journal v1.1.0 over the four run-3 corpus pins with its golden,
add the run-3 prose transcriber, land the run-3 intake docket, apply the
Ruling-14 zero-based stepIndex fix and the Ruling-16 CQ-019 alignment, and
scribe the run-3 launch rulings.

fix(explorations): give adapter-journal validator-occurring symbols

The validator requires a record's symbol to occur token-bounded in its own
comment-stripped span; the invented verdict-record name never occurred and
the other two kinds passed only through substring luck. Symbols are now the
record-family tokens (yeet-admission-journal, yeet-attempt-journal,
yeet-verdict), each present in every span via its schemaVersion pairing,
and the adapter mirrors the occurrence rule in-process and fails closed.
Golden inputs carry the real family tokens and the expected records are
regenerated; sandbox self-check PASS, 5 records.

Pin commit for the ontology-foundational-auditor run (corpus = this commit):
- adapters/adapter-typescript.{ts,py} — TS compiler-API SourceObservation
  extractor over the 21-file census, validator-mirroring (canonical ids,
  closed predicate vocabulary, token-bounded occurrence, comment stripping),
  engine digest chained via committed sidecar; golden fixture + expected.
- adapters/adapter-config.py — turbo.json per-task + whole-document records,
  jsonc-aware, pairing-verified config_key_value + task_depends_on facts;
  golden fixture + expected.
- adapters/po_from_evidence.py — ProseObservation transcription of every S4
  candidate evidence quote (elision fragmenting, short-quote span extension,
  6 verbatim manual recaptures for backtick/JSDoc-continuation drift).
- s4-lane-contract.md §4b layout clarification: normalization/ is the skill's
  ontology ROOT (work/, adapters/, governance/, runs/ inside), per the
  validator's literal layout requirements.
- Ports the packet redaction pass (public-repo hygiene) from the primary
  checkout: absolute home paths and machine-local references generalized.
