I had to duplicate AddInlineTypeQualifiers and SeparateTypes because export {} and export {} from doesn't share the same specifiers. This is quite ugly. I am open to suggestions for better names. I plan to investigate other approaches to avoid this duplication.

Nit: I don't see a particular reason why we need to suppress the rule. You could create a new struct for this. Considering that there's tons of tokens, it's easy to misplace them. A struct here is more appropriate
Also a bit of documentation wouldn't hurt

Summary
Implements #10560
Some logics are identical to
useImportType.Thus, I copied and adapted some code I wrote for
useImportType.The feature is implemented and tests are passing.
However, I would like to try some refactoring for improving the overall implementation, notably in code fix generation.EDIT: I leave it for a future PR because I would like to ship this feature in 2.5
Test Plan
I added valid and iinvalid tests for the new options.
