Add RB_CONFIG_PANEL presets so a panel fits in one label

The ReviewBench portal caps a reviewer's name plus all label values at 64
characters, which the six-panelist role settings exceed. RB_CONFIG_PANEL
names a preset that fills in any RB_CONFIG_* setting the manifest leaves
unset; sol-opus is the GPT-6.1 Sol and Claude Opus 5.5 panel with Opus
coordinating.

Scale the ReviewBench budget with a granted time limit, shorten the c…

…oordinator wrap-up

RB_CONFIG_TIME_LIMIT, in seconds, names the per-PR limit granted in the
manifest. Every stage scales with it; without it the budget is the
15-minute default as before.

A coordinator reconciling six panelists often ran out of time and then
ran out again writing its drop list in the wrap-up turn, failing the pull
request. On a time-up wrap-up the coordinator now returns an empty
dropped_candidates array.

Hold back two minutes for a wrap-up turn

A panelist's final JSON is around 20,000 characters and took 85 seconds to
write at medium or low effort alike, so a 90-second wrap-up often ran out.

Document the published image and show why coordinator output failed

Point the ReviewBench section at ghcr.io/block/review digests, and include
the end of the coordinator's reply when it has no JSON object, so a failed
pull request can be diagnosed from the log alone.
