Bump all workspace crates 0.60.9 -> 0.61.0 and normalize internal

post-v0.60.9 correctness fixes (bn-cm63, bn-7kg3, bn-phv1, bn-1tl6,
bn-pfh7, bn-2l00/3bbc/2wyh, bn-uyk3/35mr/oas3).
