Add documentation to public config functions

Added doc comments to exported functions: ReadIniFile, SetAllowMissingConfigFile, SetAllowUnknownFlags, SetConfigUpdateInterval, and SetLogger. Also updated go.mod to require Go 1.25 and simplified a for loop in sighupHandler.
