feat: faster stake pool selection and pool logos - #846

- Pool cards on /stake-pool-delegation render as each pool arrives instead of after the slowest one, and Shuffle shows a new set instantly from a preloaded spare pool
- A single slow or failing pool no longer errors the whole selection or the search, only that pool is skipped
- Pool logos from the operators' published metadata are shown on the cards, self-hosted like the DRep avatars, with initials as fallback
- Adds a manual snapshot script for the logos plus tests for the loading and lookup logic
