The purpose of this feature is to have the option to add a recipe for example to c3i where this variable should be set to
enabledbut if someone is requiring this dependency not forcing to install the system requirements if theCONAN_SYSREQUIRES_MODEenvironment variable is not set.developbranch, documenting this one.Note: By default this PR will skip the slower tests and will use a limited set of python versions.
