* chore(release): introduce unified Darkwood v1.3.0 versioning

Add global release infrastructure (CHANGELOG-1.x, RELEASING, meta composer.json,
split/release scripts, issue templates, release-check workflow) and align all
packages to the unified 1.3.x line.
