This patch release fixes two shell hook regressions in 2.38.1.
In zsh, the hook skipped every call outside a top-level eval context. A new shell did not load its .envrc until the first cd, and a cd from Ghostty's shell integration or from a zle widget did nothing. satoqz reported it and wrote the fix, and jakubtopic and SquashWithoutFear narrowed it down to precmd (#1633, #1634).
In fish, the hook rewrote fish_complete_path on every prompt. A trailing slash in XDG_DATA_DIRS made it add the same directory again each time, and every write made fish drop its loaded completions. seyfahni diagnosed it (#1635, #1636).
It also includes the pixi require_allowed fix from pavelzw (#1632).
